**Result:** 78 additional capability records; 35 existing records enriched or corrected; **255 total capability records** across the same 14 families. The live capability inventory maps **467 distinct U.S. Code section citations**. A record may group several sections, and one section may support multiple records. Neither number counts independent legal powers.

## What was checked

- The preceding inventory contained 260 distinct section-level U.S. Code citations. **255 section identities matched official 2024 Code headings; five were later-enacted provisions** (§§2350t, 2808a, 3605, 3864 and 430e). No unresolved section-identity mismatch remained. Identity matching is not a fresh line-by-line validation of every prior legal claim.
- A heading-level screen covered **3,352 substantive section headings in the official 2024 Title 10**. Candidate mechanisms then received operative-text review. Focused chapter sweeps and cross-title checks covered the domains detailed below. Not every excluded administrative or personnel provision was read line by line.
- Proposed additions were checked against official statutory text, including eligibility, authority holder, instruments, receipts, funding conditions and expiry. Relevant identified amendments were reconciled against enacted public laws, not bills or proposals.
- Sources and additions received a second review for material conditions, including repayment, reimbursement, congressional notice, reserve-commitment and program-specific restrictions.

## Material findings

- **Business and acquisition:** small-business contracting, Mentor-Protégé, APEX assistance, alternate-source development, source-risk exclusions, commercial leasing, simplified purchasing and exportability cost sharing were missing as explicit mechanisms.
- **People and technology:** public-private and intergovernmental personnel exchanges, STEM/cyber education mechanisms, military-mark licensing and additional research/education partnerships required inclusion.
- **Industry and property:** dual-use partnerships, manufacturing technology, industrial reserve, specialized loan guarantees, ship-repair grants, shipbuilding funds, environmental credits, FFRDC property and reserve-component facilities were added.
- **Energy and receipts:** demand-response incentives, fuel logistics, renewable-power purchasing, energy savings, recycling receipts and specific fee-crediting provisions are distinguished from unrestricted revenue retention.
- **International and enterprise support:** specialized partner support, missing-personnel arrangements, foreign construction sales, export components, allied education, excess-property transfers, debt collection and conditional intelligence acquisition powers are now explicit.
- **Commercial space and aviation:** launch-support contracts/OTs, commercial contributions, space-awareness services, Commercial Augmentation Space Reserve, CRAF incentives/modifications and aviation-loss indemnification were added.

## Amendment-sensitive corrections

- **§3243:** FY2026 removes an obsolete qualification-testing amortization prerequisite and adds crisis qualification provisions; the alternatives retain their own statutory conditions.
- **§4958 and §1599g:** APEX scope and the treatment of private-sector assignees were updated using the identified FY2026 changes.
- **§408:** FY2026 adds procurement of goods/services from foreign countries for missing-personnel accounting and changes the annual assistance ceiling from $5 million to $15 million.
- **§2881a:** P.L. 119-21 expands and renews the unaccompanied-housing authority through September 30, 2029; the old expired Navy-pilot description is not used as current scope.
- **§2218, §2815, §2854 and §2912:** vessel limits, construction coverage/caps and operational-energy-savings provisions reflect the expressly identified FY2026 amendments.
- **50 U.S.C. §3024:** DNI acquisition provisions are cited at subsection **(m)** after FY2026 renumbering, with intelligence-committee and OMB notice requirements distinguished.
- **§2276a:** noise-mitigation coordination was added; FY2024–2026 indirect-cost transition limits are not silently treated as permanent FY2027 limits.

## What inclusion does not establish

The **177 October 4 program dossiers remain intact**. The 78 added entries have statutory-source review only; current implementation, intake, available funding and individual delegations are unverified. The 39 gaps recorded in the October 4 program report remain that report’s scoped findings—not a new implementation count for the expanded inventory.

The official 2024 Code is a baseline, not current-law certification. Identified P.L. 119-60, 119-21 and other specific amendments and selected OLRC indexed text were reconciled. Direct OLRC access was inconsistent. Every later public law, annual rider, regulation, delegation and funding balance has not been exhaustively checked.

The review closes the identified in-scope gaps documented here; it does **not certify that every applicable U.S. law has been captured**. Annual appropriations riders, country- or system-specific programs, other later enactments, regulations, classified authorities, treaties, case-law treatment and transaction facts may change the result. Definitions, coordination duties, reporting requirements and restrictions are retained as context rather than inflated into separate funding powers.
