USC-03 · Procurement technical assistance

Co-fund procurement technical assistance and APEX specialized support for businesses

Use cooperative agreements with eligible public, nonprofit, and qualifying tribal entities to furnish procurement technical assistance, including certain non-defense contracts, compliance education, and assistance to covered small businesses growing beyond size standards. Support APEX centers of excellence beyond their geographic service areas.

  • AUKUS, export-control, SBIR, cybersecurity, and foreign-ownership compliance education are bounded forms of technical assistance, not regulatory waivers.
