Maintain, lease, transfer, and release the Defense Industrial Reserve

Retain a minimum emergency nucleus of government-owned industrial plants and manufacturing equipment, direct leases and interagency transfers, dispose of unneeded property, and transfer qualifying already-held equipment to nonprofit training or educational institutions.
