USC-23 · Wartime industrial mobilization

Order priority wartime production and conditionally take possession of industrial plants

In war or imminent war, order needed materials under §4882 with mandatory precedence and, on specified refusals, take possession of suitable plants and manufacture needed products; 50 U.S.C. §82 separately covers wartime naval ship and war-material orders, contract modification, output requisition, and factory use.

What this is not / limit: Not ordinary peacetime DPA procurement or an unrestricted Secretary of Defense seizure power.
