USC-35 · Installation and energy resilience projects

Build installation, water, and energy-resilience improvements under specialized authorities

Carry out authorized installation-resilience, stormwater, shoreline, water-resilience, and energy-resilience/conservation projects, including specified off-installation infrastructure and conditional O&M-funded construction.

Eligibility gate

  • Match the project to the applicable military-construction, minor-construction, community-infrastructure, buffer, reserve-facility, or defense-access-road authority.
  • For O&M-funded projects, make the section-specific certification and give the required seven-day notice; other §2815 projects generally require 14-day notice.

  • The §2815 O&M cap is $125 million per military department per fiscal year; §2914 has a distinct $100 million annual O&M cap.
