Sell recyclable materials and retain proceeds for authorized recycling and installation uses

Operate qualifying military recycling programs and apply receipts to processing costs and restricted installation purposes; the Army may separately sell demilitarized conventional-munitions recyclables and reuse receipts for ammunition reclamation, recycling, and reuse.

What this is not / limit: General installation recycling balances above $10 million at fiscal-year end go to Treasury; further percentage and minor-construction limits govern eligible environmental/energy/safety uses.
