Arrange rapid commercial-to-defense manufacturing conversion

Establish the Civil Reserve Manufacturing Network, enter conversion agreements with participating manufacturers, and fund eligible expedited qualification/testing and nonrecurring engineering for conversion of traditional specifications to advanced manufacturing.

What this is not / limit: Participant award funds may not support planning, design, or construction of a new advanced-manufacturing facility; certifications are required.
