Pay narrowly authorized emergency and extraordinary expenses

Approve emergency or extraordinary expenses that cannot be anticipated or classified, including confidential certification of amounts where the appropriation permits.

What this is not / limit: Ordinary expenditures above $500,000 trigger advance notice; more than $1 million ordinarily requires 15 days, otherwise 5 days.
