Furnish grant or loan military assistance under the Foreign Assistance Act

Acquire and furnish defense articles/services by loan or grant, assign noncombatant DoD personnel, or transfer military-assistance funds to eligible recipients’ FMS payment accounts.

What this is not / limit: Article loans require a bona fide reason beyond funding shortage, expected return, fixed term no more than five years and damage/loss reimbursement terms.
