Accept, manage and expend foreign-government money, defense articles or defense services for mutually agreed activities under specified security-cooperation authorities.

  • Qualifying chapter 16, Taiwan Security Cooperation Initiative or P.L. 114-92 §1250 activity; mutually agreed purpose and country subaccounts.
  • Notify Congress within 48 hours of receipt; transmit covered instruments within 30 days; annual reports through 2030.

Funding condition

  • Foreign contributions in designated account and separate country subaccounts; articles enter U.S. inventory.
