Acquire military supplies and services through competitive contracts

Service Secretaries perform statutory equipping, supply and related departmental functions through lawful acquisitions; competitive procedures are the baseline for covered procurements.

What this is not / limit: General procurement is not blanket authority for loans, equity, unrestricted grants or another agency’s law-enforcement powers.
